Program Brief on Open Budgeting and Public Expenditure Tracking
The program brief will focus on issues and guidance to assist USAID programmers in choosing approaches for anticorruption assistance relating to Public Expenditure Tracking/Open Budget Processes. It will provide an overview of recent global experience to outline types of Public Expenditure Tracking Systems (PETS) and how PETS (and similar tools) can facilitate the identification and mitigation of corruption and waste. The paper will also provide guidance to help programmers determine how or why some approaches might be more appropriate than others in different settings (e.g., relating to access to technology and infrastructure, and differing levels of political will for reform). Finally, the program brief will reflect current state-of-the-art thinking about the issues and draw on current literature and documentation of programmatic experience.
