Egypt Decentralization Initiative
The 5-year Egypt Decentralization Initiative (EDI) fulfills three objectives for USAID/Cairo, namely, providing strengthened administrative capacity and legal framework for local government management; increased financial resources available to local governments to respond to community priorities; and better local participation in planning, allocating, and monitoring the use of financial resources. In its first year-and-a-half, EDI has helped the Ministry of Local Development initiate a decentralization strategy and plan as part of important policy reforms in local administration and fiscal management, improved collection and management of local revenues; and inaugurated a new Integrated District Development Planning process focusing on elected Local Popular Councils in three pilot governorates.
